Three invited to bid for Rutherford Station

A request for proposals (RFP) has been issued to three teams shortlisted to design, build and finance the Rutherford Station project in Ontario.

Infrastructure Ontario (IO) and Metrolinx is commissioning infrastructure upgrades to accommodate the planned expansion of GO Transit rail service on the Barrie line. The scope of work for the Rutherford Station project includes a new multi-level parking structure with integrated station building. Among the other aspects are rail/road grade separation on Rutherford Road, a pedestrian bridge over Rutherford Road and new rail platforms.

The shortlisted teams are:

EllisDon Infrastructure Transit

  • Constructor: EllisDon Civil
  • Design: Amec Foster Wheeler, Strasman Architects, Mulvey & Banani International, The Aquila Group, Condor Signals & Communications.
  • Financial advisor: EllisDon Capital

Link Rutherford Station

  • Constructor: Dragados Canada, Brennan Infrastructures, BoT Construction Group, Black & McDonald
  • Design: Mott MacDonald, Morrison Hershfield
  • Financial advisor: ACS Infrastructure Canada, Stonebridge Financial Corporation


  • Constructor: Aecon Infrastructure Management, Dufferin Construction Company, Pomerleau
  • Design: Aecom
  • Financial advisor: Scotiabank

The three team have been selected based on criteria identified in a request for qualifications process that began in May. Selection criteria included applicable design, construction experience and capacity to finance a project of this size and complexity. “With qualified proponent teams selected for the Rutherford Station project, we look forward to receiving and evaluating competitive proposals in the coming months,” said Ehren Cory, president and CEO of Infrastructure Ontario.

A successful bidder is expected to be announced in fall 2018.
