Three RFQs issued for Ontario rail project

Three separate requests for qualifications (RFQs) have been issued for the Milton Corridor GO Transit project in Ontario.

The RFQs from Infrastructure Ontario (IO) and Metrolinx conver the design, construction and financing of an expansion of Milton GO Station, redevelopment of Meadowvale GO Station and a new stations operations facility. This project is part of a larger, system-wide plan to improve the GO Transit service, including supporting the delivery of GO Regional Express Rail (RER).

The project is being delivered using Infrastructure Ontario's Alternative Financing & Procurement (AFP) model, which transfers risks associated with design, construction and financing of the project to the private sector. “We're pleased that Infrastructure Ontario's proven AFP model will help deliver a number of important projects for GO Transit expansion, including the Milton Corridor project,” said Ehren Cory, president and CEO of Infrastructure Ontario.

As well as a new station building, the Milton GO Station projects includes reconfiguration of parking, bus and drop-off facilities, provision of accessible connections to train and bus platforms, platform and infrastructure upgrades and bicycle storage.

The Meadowvale GO Station has a similar scope, plus the repair and replacement of damaged catch basins and storm sewer lines.

The new station operations facility includes partial demolition and renovation of a vacant office and warehouse facility to accommodate future office, warehouse and parking needs for GO operations. There will also be a secure parking lot for fleet vehicles.

IO and Metrolinx will evaluate the RFQ submissions to prequalify project teams with the relevant design and construction experience. Teams that qualify will be invited to respond to a request for proposals in 2018.
